Announcement of the competition for filling vacant positions of heads of the Academy’s representative branches

Location of the Academy: Almaty city

1. Head of the Academy branch (representative) in the cities of Astana, Aktobe, Ust-Kamenogorsk and Shymkent

General qualification requirements

1. Requirements to the candidate:

1) Higher and (or) postgraduate education;

2) Presence:

• academic degree (Doctor of Science, Candidate of Science, Doctor of Philosophy (Ph.D) in the relevant field of professional activity;
• valid national, international certificates in the field of science and management (if any);
• copies of screenshots from Web of Science and / or Scopus database, confirming the presence of Hirsch index (h-index) 1 and more;
• authorship of scientific and technical documentation registered in the sectoral state bodies, including protection documents of the Republic of Kazakhstan/foreign countries for invention, industrial design, utility model, breeding achievement, etc. (if any);
• work experience as a leader/co-leader/responsible executor of scientific projects and programs within the framework of program-target and grant financing, grant financing of projects of commercialization of results of scientific and (or) scientific-technical activity.

2. Work experience requirements:

At least 15 (fifteen) years of scientific and pedagogical work experience in the relevant field of professional activity, including at least 5 (five) years in managerial positions.

3. 4. Knowledge of:

1) Constitution of the Republic of Kazakhstan, Civil Code of the Republic of Kazakhstan, Administrative Code of the Republic of Kazakhstan, Labor Code of the Republic of Kazakhstan, Zakonov Republic of Kazakhstan “General Joint Stock Society”, “On commercialization of the results of scientific and technical activity”, “On countering corruption”, “On state property” and “Science and technological policy”, legislative and other normative legal acts of the Republic of Kazakhstan, Concept of anti-corruption policy of the Republic of Kazakhstan on 2022 — 2026 years, approved

2) state, Russian and foreign languages (preferably English).

5. It is desirable:

• Availability of achievements in the field of science and technology;
• knowledge and experience in the application of scientific methods of research work, technical developments and their experimental verification;
• availability of research and development results on topical issues;
• experience in applying methods of planning and financing of scientific research and development;
• knowledge of standards of good laboratory and production practices.

Functional duties of the Head of the branch — representative of the Academy:

• collection and preparation of recommendations on determination of priority directions of scientific, scientific-technical and innovative activity in accordance with the priorities of socio-economic development, as well as priority directions of strategic, fundamental and applied scientific research in the Republic of Kazakhstan taking into account the specifics of the region;
• organization and provision of the Academy’s activities in the regions;
• organization and provision of information and analytical support in the direction of the Academy’s activity in the regions;
• organization and implementation of functions on development of scientific activity, including interaction with young scientists of the regions;
  organization and coordination of work on expert activities in the scientific sphere;
• development of strategies and analysis in order to form reliable data and reports;
• participation in the organization of competitions for personal prizes and scholarships in the field of science;
• organizing and conducting scientific research in various fields of science;
• popularization of science in the regions;
  scientific consulting of local executive bodies of the regions for decision-making support;
• unification and coordination of scientists for solving strategic tasks of the regions.

2) copy of the applicant’s identity document (valid at the time of application and expiration date of which is not less than 3 (three) months prior to the date of the tender announcement);

3) a certificate of absence of criminal record of the applicant at the time of submission of documents, issued not earlier than 1 (one) month prior to the date of the start of the admission of documents;

4) copies of diplomas on education (annexes to them), documents confirming the degree (candidate of sciences, doctor of sciences and PhD) and academic title, according to the Rules of recognition of documents on education, approved by the order of the Minister of Science and Higher Education of the Republic of Kazakhstan from June 12, 2023 № 268 (registered in the Register of state registration of normative legal acts under № 32800), (associate professor, associate professor and professor);

5) track record (list of information on work, labor activity) and (or) resume of the candidate with a photo;

6) copy of the document confirming employment (labor book) for at least 15 years, including at least 5 years in managerial positions;

7) copies of diplomas confirming the presence of an academic degree (Doctor of Science, Candidate of Science, Doctor of Philosophy (PhD), Doctor in the profile) and academic rank, awarded (recognized) according to the Rules of awarding academic ranks (associate professor (associate professor), professor), approved by the order of the Minister of Education and Science of the Republic of Kazakhstan on March 31, 2011 № 128 (registered in the Register of State Registration of Regulatory Legal Acts of the Republic of Kazakhstan under #6939); 

8) copies of screenshots from the database Web of Science and / or Scopus, confirming the applicant’s Hirsch index, ORCID number (ORCID) (alphanumeric code of identification of scientific authors), Researcher ID (Scientist ID in the database Web of Science (Web of Science), Author ID (Unique number of the author in the database Scopus (Scopus), if available);

9) copies of publications for the last 5 (five) years in peer-reviewed scientific journals (included in the rating of at least Q1 and/or Q2; for social humanities in the field of national identity — in journals on the list approved by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan; for national security and defense — articles in specialized scientific journals).

Deadline for submission of application and documents for participation in the competition from “ August 27 ‘, 2024 ’ September 10 ”, 2024 17 h. 30 minutes (inclusive).

* Competitive selection includes several stages:

1) acceptance of documents from persons who have expressed a desire to participate in the competition;

2) review of documents and interviewing of candidates;

3) interview to assess the competencies of candidates.
