ANNOUNCEMENT
on holding a competition for the election of academicians of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan
The deadline for accepting documents, prepared in accordance with the requirements of the above-mentioned Rules, shall be calculated from the next working day after the publication of this announcement and shall be 15 (fifteen) working days.
Candidates for election as academicians of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan must meet the following requirements:
1) Citizenship of the Republic of Kazakhstan;
2) Absence of convictions;
3) Possession of an academic degree (Candidate of Sciences, Doctor of Sciences, Doctor of Philosophy (PhD), Doctor in the relevant field) and academic title recognized in accordance with the Rules for the Recognition of Education Documents approved by the Order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated June 12, 2023, No. 268 (registered in the Register of Regulatory Legal Acts under No. 32800), (Associate Professor (Assistant Professor), Professor);
4) Work experience of at least 10 (ten) years in a scientific organization or an organization of higher and (or) postgraduate education accredited for scientific and (or) scientific and technical activities, where the candidate is a staff member;
5) Presence of at least 9 (nine) publications in the last 10 (ten) years published in peer-reviewed scientific journals (falling within the 1st (first) and 2nd (second) quartiles according to the Journal Citation Reports (JCR) by Clarivate Analytics or having a percentile indicator by Cite Score in the Scopus database of not less than 50 (fifty), except for social humanitarian directions in the field of national identity and directions related to national security and defense;
6) For social humanitarian directions in the field of national identity, the presence of at least 9 (nine) publications in the last 5 (five) years published in journals from the list of publications presented by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan for the publication of the main results of scientific activities and (or) in scientific journals indexed in Scopus/Web of Science databases;
7) For directions related to national security and defense, the presence of at least 9 (nine) publications in the last 5 (five) years in journals from the list of publications presented by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
This competition is announced for vacant positions in the following departments of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan:
Department of Earth, Space, and Communications Sciences (in the fields of «Natural Sciences,» «Engineering and Technologies») — 4 units;
Department of Life and Health Sciences (in the field of «Medicine and Healthcare») — 2 units.
Note: The mentioned directions are provided in accordance with the Classifier of Scientific Directions approved by the Order of the Minister of Education and Science of the Republic of Kazakhstan dated August 5, 2021, No. 386.
Documents prepared in accordance with the requirements of the aforementioned Rules and the list of which is indicated in Appendix 1, are accepted at the actual location of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan: Almaty, K. In case of disagreement with the results of the competition procedures, a participant has the right to appeal the decision in accordance with Article 91 of the Administrative Procedure Code of the Republic of Kazakhstan.
The list of candidates meeting the requirements of the Rules will be posted on the official website of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan at https://qazscience.gov.kz within 6 (six) working days from the date of the end of the document submission period.
After 13 (thirteen) working days from the publication of the list of candidates meeting the requirements of the Rules, a meeting will be organized to assess and defend the candidate’s program for election as an academician of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan, at the following address: Almaty, K. Satpaev Street 22, Room 405.
Appendix 1
To participate in the competition, an organization (scientific organization or organization of higher and/or postgraduate education accredited as a subject of scientific and/or scientific and technical activity) should submit the following documents in paper format:
1) A cover letter from the organization nominating the candidate in the form according to Appendix 1 with an excerpt from the minutes of the meeting of the collegial management body (scientific, scientific and technical, technical council) of the organization;
2) Application for participation in the competition for election as a full academician of the Academy according to the form in Appendix 2;
3) Copy of the applicant’s identity document (valid at the time of application);
4) Certificate of absence or presence of convictions at the time of document submission, issued no earlier than one month before the start of document submission;
5) Copies of diplomas confirming the academic degree (Candidate of Sciences, Doctor of Sciences, Doctor of Philosophy (PhD), Doctor in the relevant field) recognized in accordance with the Rules for the Recognition of Education Documents approved by the Order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated June 12, 2023, No. 268 (registered in the Register of Regulatory Legal Acts under No. 32800), and copies of documents confirming the academic titles (Associate Professor (Assistant Professor), Professor);
6) Employment history (list of work, labor activity) certified by the relevant personnel management service no earlier than thirty calendar days before the day of document submission, in which the candidate is a staff member, confirming the candidate’s work experience of at least 10 (ten) years in organizations according to the form in Appendix 3;
7) Copies of screenshots from the Web of Science and/or Scopus databases confirming the candidate’s Hirsch index, ORCID number (alphanumeric code for identifying scientific authors), Researcher ID (Researcher’s identifier in the Web of Science database), Author ID (Unique author number in the Scopus database), if available;
8) Copies of publications for the last 10 (ten) years published in peer-reviewed scientific journals (falling within the 1st (first) and 2nd (second) quartiles according to the Journal Citation Reports (JCR) by Clarivate Analytics and/or having a percentile indicator by Cite Score in the Scopus database of not less than 50 (fifty), except for social humanitarian directions in the field of national identity and directions related to national security and defense;
9) For social humanitarian directions in the field of national identity, copies of publications for the last 5 (five) years in journals from the list of publications presented by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan for the publication of the main results of scientific activities and/or in scientific journals indexed in Scopus/Web of Science databases;
10) For directions related to national security and defense, copies of publications (articles) for the last 5 (five) years in journals from the list of publications presented by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan;
11) Candidate’s program in Kazakh or Russian language;
12) Copies of documents (diplomas, certificates) confirming the candidate’s (if available):
— Title of laureate of international and/or state awards in the field of science and technology;
— Scholarships in international and/or state awards in the field of science and technology;
— Membership in international academies of sciences;
— Intellectual property protection document for an invention, industrial design, utility model, plant variety, or topography of integrated circuits from one of the top 30 (thirty) countries in the current ranking of the Global Innovation Index (for humanities — presence of an intellectual property protection document);
— Authorship of a scientific monograph published by trusted publishers Elsevier, Brill, CRC Press, DeGruyter, Edward Elgar Publishing, John Wiley & Sons, McGraw Hill, Palgrave Macmillan, Peter Lang, Prentice Hall, Routledge, Sage Publications, Springer Nature, Taylor and Francis, Wolters Kluwer (hereinafter — trusted publishers) or by a university publisher from the top 100 rankings of US News Best Global Universities Rankings or Academic Ranking of World Universities or Times Higher Education World University;
13) Copies of documents confirming the status of consultant and/or supervisor of at least 3 (three) PhDs and/or candidates of sciences or doctors of sciences (if available) (including, but not limited to, copies of the appointment order or certified letter);
14) Document on state registration of a knowledge-intensive product (if available).
The head of the scientific organization or organization of higher and/or postgraduate education and the candidate for election as an academician of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan bear personal responsibility for the proper preparation, compliance, and accuracy of the documents submitted in accordance with the current legislation of the Republic of Kazakhstan.
