The National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan, in accordance with paragraphs 22 and 23 of the Tender Documentation for the election of Academicians of the National Academies of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan (hereinafter referred to as the Tender Documentation), provides a response to the request for clarification of certain provisions of the tender documentation.

Question №1.

According to paragraph 9: «The tender application, as well as all correspondence and documents related to the tender application, shall be drawn up and submitted in the state and Russian languages.«

At the same time, according to paragraph 18: «Documents shall be submitted in paper format in the state or Russian language.»

Please specify which documents should be provided in both languages and which can be provided in one of the languages?

Answer:

Paragraph 18 of the Tender Documentation establishes exhaustive norms regarding the format of document submission, and paragraph 3 of the Tender Documentation regulates the list of documents.

Thus, the applicant has the right to submit their documents in either the state or Russian language, in accordance with the current norms of the legislation of the Republic of Kazakhstan.

Question №2.

According to paragraph 6: «5) availability of no less than 9 (nine) publications over the last 10 (ten) years.»

Please specify what «over the last 10 (ten) years» means:

— is it from 2014 to 2023,

or

— from April 2014 to April 2024?

Answer:

In accordance with subparagraph 2) of paragraph 1 of the Criteria for the election of Academicians of the National Academy of Sciences of the Republic of Kazakhstan, approved by the order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated December 30, 2022, No. 223, a period of ten calendar years is established.

Question №3.

According to paragraphs 6 and 8, the presence of supervised students is not required from the applicant.

However, paragraph 10 states: «To participate in the competition, the organization submits the following documents:…

13) copies of documents confirming the status of a consultant and/or supervisor of no less than 3 (three) Doctors of Philosophy (PhD) and/or candidates of sciences or doctors of sciences (if available) (including, but not limited to, copies of the appointment order or certified letter);»

Please clarify what «no less than 3 (three)» means? Is the presence of at least 3 (three) supervised students a necessary condition for participation in the competition?

Answer:

According to subparagraph 11) of paragraph 7 of the Rules for the election of Academicians of the National Academy of Sciences of the Republic of Kazakhstan, approved by the order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated December 30, 2022, No. 223, the applicant submits to the academy copies of documents confirming the status of a consultant and/or supervisor of no less than 3 (three) Doctors of Philosophy (PhD) and/or candidates of sciences or doctors of sciences, if available.

Based on this, the Tender Documentation reflects the norm for submitting copies of documents confirming the status of a consultant and/or supervisor of no less than 3 (three) Doctors of Philosophy (PhD) and/or candidates of sciences or doctors of sciences, if available.

Question №4.

Please provide clarification regarding the content of the applicant’s program.

Are the requirements of paragraph 16 «Implementation of the applicant’s program over a 5 (five)-year period» mandatory:

3) Participation in the creation of knowledge-intensive productions and innovative activities (technical, engineering, natural sciences) – not less than 1 (one) plant, workshop, pilot production site (commissioning certificate), startup company;

4) Ensuring the involvement of business entities in scientific activities – not less than 3 (three) joint agreements (including financing and/or co-financing of scientific and technical programs and projects);

6) Obtaining a protective document for intellectual property objects (inventions, industrial designs and utility models, plant varieties, topographies of integrated circuits) from one of the patent organizations of 30 (thirty) countries ranking high in the latest global innovation index for invention (technical, engineering, natural sciences) – not less than 2 (two) protective documents;

Also applicable to the programs of the applicants in fundamental scientific directions, in particular, in mathematics?

Answer:

In accordance with the current legislation of the Republic of Kazakhstan, the Rules for the election of Academicians of the National Academy of Sciences of the Republic of Kazakhstan, approved by the order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated December 30, 2022, No. 223, belong to regulatory legal acts, have the force of law, and are binding for all candidates for election as Academicians of the Academy.

Question №5.

In the list of documents provided for in the «Tender Documentation for the election of Academicians of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan,» there is no separate document that characterizes the applicant’s previous scientific activity and his scientific achievements and merits.

Please clarify in which of the submitted documents should information about the applicant’s previous scientific activity and his scientific achievements and merits be included?

According to paragraph 7 of the Rules for the election of Academicians of the National Academy of Sciences of the Republic of Kazakhstan, approved by the order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated December 30, 2022, No. 223, an exhaustive list of documents required for participation in the competition for the election of Academicians of the Academy is established. Please adhere to it.
